As Indonesia prepares for the upcoming regional elections (Pilkada), concerns about the misuse of public funds for electoral advantage resurface, especially among incumbent or acting candidates. This article underscores the critical role of public participation in ensuring regional financial accountability during this politically sensitive period. It outlines three key strategies: understanding the legal framework of regional financial management, accessing and interpreting budget structures through publicly available platforms like the Regional Financial Information System (SIKD), and identifying high-risk expenditures such as social assistance (bansos), grants, and direct goods and services distribution (barserah). By utilizing digital transparency tools and reporting suspected irregularities to institutions like the Supreme Audit Agency (BPK), citizens can actively contribute to preventing budget manipulation and promoting clean governance. This civic vigilance is crucial not only for protecting public funds but also for reinforcing democratic integrity during elections.

The Silent Threat to Indonesia's Budget Sustainability

Despite a declining fiscal deficit and a seemingly stable debt-to-GDP ratio, Indonesia faces a growing threat to its fiscal sustainability due to rising debt service obligations. By 2024, the debt service-to-revenue ratio reached an alarming 42.30 percent, nearing the pandemic-era peak and surpassing international safety benchmarks. This trend indicates a shrinking fiscal space that limits the government's ability to fund essential services and respond to economic shocks. With projected increases in debt repayments and a persistently low tax ratio, Indonesia risks entering a cycle of unsustainable debt dependency. Strengthening tax revenue, improving spending quality, and enhancing transparency in debt management are urgent priorities to safeguard the country's fiscal resilience and development goals.

DPR Announces 75 Candidates for BPK Membership, Highlighting the Need for Expanded Oversight Powers

The Indonesian House of Representatives (DPR) recently announced 75 candidates for the Audit Board of Indonesia (BPK) who will undergo a fit and proper test as part of the selection process. The DPR's authority to choose BPK members is based on Law No. 15 of 2006 (UU 15/2006), specifically Article 14, which mandates that BPK members be elected by the DPR with consideration from the Regional Representative Council (DPD). This law, enacted on October 30, 2006, has not been amended despite facing eleven judicial reviews at the Constitutional Court. Out of these, eight were rejected, two were dismissed, and one was granted. The granted review concerned the constitutionality of the phrase “interim replacement” in Article 22. Thus, the provisions of UU 15/2006 have been in effect for over seventeen years, governing the duties and powers of the BPK

As Indonesia celebrates its 79th year of independence, poverty remains a persistent issue affecting millions. On July 1, 2024, Statistics Indonesia (BPS) reported that 25.22 million Indonesians still live below the poverty line, with an average monthly expenditure of just Rp582,932 per capita. The poverty rate is particularly high in Eastern Indonesia, especially in Papua and Maluku, where 19.39% of the population, or 1.51 million people, live in poverty.
